Archives a private offer in Tackle. The call sets archived_at and
leaves the record in place. You can still retrieve an archived offer
with GET /private-offers/{id}.
You can archive a draft or an offer that has already been pushed to
AWS Marketplace. The offer in AWS Marketplace is unchanged.
