Get a billing adjustment

Returns a single billing adjustment. List and get share the same schema,
including description and statusMessage when present. On
VALIDATION_FAILED, statusMessage carries the AWS explanation verbatim,
for example Refund amount $999999.00 exceeds maximum refundable amount $200.00.

200The billing adjustment

400The request is malformed, or no vendor could be resolved because neither X-Tackle-Vendor nor a token primary vendor was available.
