Get an offer document

Gets a single GCP-hosted document. Documents cannot change after publish. Use this route to retrieve published custom EULA content. Custom EULA responses include base64 cloudData.inlineContent (application/pdf, max 4 MB decoded). Requires an offer with cloudId set.
