Archives the offer in Tackle only. Does not cancel the offer in Google Cloud Marketplace. Sets archivedAt and derived stage=archived so the offer is hidden in the UI; cancel, update, and later marketplace events still apply. Idempotent: already-archived offers return 200. Offers with workflow.status=running return 409.
