Cancels a published offer in Google Cloud Marketplace (before buyer acceptance) and refreshes the offer in Tackle. Archive does not block cancel. Optional body may include cancellationNote. GCP rejects illegal transitions. If cancel succeeds in GCP but Tackle save fails, returns 500 with id and cloudId.
