Publish a private offer

https://gcp.offers.tackle.io/api/private-offers//publish

Starts the document upload and publish workflow. Rejects offers that are
already published, terminal, or have workflow.status=running.

  • 202: Marketplace draft created and publish started, or a transient
    marketplace failure returned with marketplaceErrors on the offer
    body.
  • 400: Not publishable, or Google Cloud Marketplace rejected the
    create payload. Body may include id for retry.
